Wednesday 19TH JUNE 2024 - PHASE 5 ENABLING AND PROCUREMENT Update
In February 2024, the N25 Rosslare Europort Access Road Scheme progressed from Phase 4 (Statutory Processes) to Phase 5 (Enabling and Procurement) of TII’s Project Management Guidelines.
The purpose of Phase 5 is to compile tender documentation to allow for the appointment of a Contractor to execute the main construction contract, and to complete any necessary enabling works to facilitate the main construction works.
The Project Team is currently progressing the project through Phase 5 and development of the tender documentation is ongoing. On completion of Phase 5, and subject to receiving the necessary approvals and the availability of funding, the project will progress to Phase 6 (Construction and Implementation).
FRIDAY, 15th December 2023 - Statutory Processes & PLanning Application update
Following the completion of Phase 3 (Design and Environmental Evaluation), the project progressed to Phase 4 (Statutory Processes) of TII’s Project Management Guidelines. The purpose of Phase 4 is to advance the project through the statutory processes to achieve development consents.
On the 5th of July 2022, the planning application for the proposed N25 Rosslare Europort Access Road scheme was submitted to An Bord Pleanála under Section 177AE of the Planning & Development Act 2000. An application for a Compulsory Purchase Order (CPO) of the lands required for the scheme was also submitted to An Bord Pleanála at the same time as the Section 177AE planning application.
In March 2023, Wexford County Council received confirmation from An Bord Pleanála that they may confirm the Compulsory Purchase Order, which Wexford County Council confirmed.
On the 3rd October 2023, An Bord Pleanála approved Section 177AE Planning Application. A copy of the decision letter from An Bord Pleanála can be viewed from the link below.
17th August 2022 - Statutory Processes update
The N25 Rosslare Europort Access Road Scheme has been developed in accordance with TII Project Management Guidelines Phase 3 (Design & Environmental Evaluation), culminating with the preparation of the design and environmental evaluation of the preferred option which has been developed to a sufficient level of detail to consider the potential environmental impacts and to confirm the extent of lands required. The project has now commenced Phase 4 (Statutory Processes).
A planning application for the proposed scheme was submitted to An Bord Pleanála on the 5th of July 2022, and the planning application was submitted under Section 177AE of the Planning & Development Act.
An application for a Compulsory Purchase Order (CPO) of the lands required for the scheme was also submitted to An Bord Pleanála at the same time as the Section 177AE planning application.
A copy of the Section 177AE planning application and CPO will be available for inspection free of charge between Thursday 5th of July 2022 and Friday 19th of August 2022 in County Hall, Wexford and on the Council’s online consultation portal

11TH OCTOBER 2021 - DESIGN & ENVIRONMENTAL EVALUATION PROCESS UPDATE
The development of the design and environmental assessment of the scheme has now progressed to a stage where the project is nearly ready to start its journey through the planning processes. We have therefore published a project newsletter to provide an update on this process and likely timelines. The newsletter is available to view and download below and copies are also being made available at shops and public buildings in Rosslare Harbour village.

Preferred Scheme Option
Wexford County Council has confirmed the preferred scheme option for the new N25 Rosslare Europort Access Road following public consultation and further appraisal of the three scheme options.
Access to and from Rosslare Europort, the State’s second largest passenger port and the fourth largest in terms of overall tonnage, is critical in maintaining this strategic connection between Ireland and the rest of the European Union and the UK.
To identify the ‘Preferred Scheme Option’, the project team undertook an appraisal of the options and considered public feedback. The selection process and outcome are outlined in an information brochure which is being circulated in Rosslare Harbour this week. Three feasible options were presented for public consultation in June of this year, with A and B proposing the continued use of the existing N25 corridor to Rosslare Europort and the second of these proposing improvement works to the existing N25. Option C proposes the construction of a new offline access road to the port.
A total of 91 submissions were received and a Public Consultation Report was published in August, which summarised the consultation process and the matters raised by members of the public.
Scheme Option C has been confirmed as the Preferred Scheme Option as it has been identified as the option that can best deliver the project objectives.
The Preferred Scheme Option will now proceed to the next phase of the project which is Design and Environmental Evaluation, during which it will be further developed to refine the design of the road alignment, junctions, accesses and structures. The environmental evaluation of the scheme will be progressed in tandem with design development, with both elements of the process influencing each other.
These design developments will also allow the land area required for the scheme to be defined and will facilitate more detailed engagement with affected landowners, local residents and other project stakeholders.

Public Consultation Report
The public consultation on the constraints study and scheme options took place in June and the Public Consultation Report is now available to view here Public Consultation Report. The report summarises how the public consultation was managed and publicised, the level of public participation achieved, and the feedback received. All feedback has now been considered by the project team and the detailed assessment of the scheme options is progressing in order to identify the option that best meets the project objectives. It is anticipated that the assessment process will continue through September and that the preferred scheme option may be confirmed in October. An Option Selection Report will then be published which will describe the assessment and selection process and outline the rationale for the selection of the preferred option. This Option Selection Report will be published on this project website and the preferred option will also be displayed for information. Arrangements for a public display will be made at the time subject to the guidelines in place to prevent the spread of Covid-19.

The public consultation on the constraints study and scheme options ended on Monday the 29th of June 2020. The project team would like to thank all those who took time to engage with the project and for making submissions during the public consultation. The feedback received will now be reviewed and considered to further inform the assessment of the scheme options. A post-consultation report will be prepared and published on this website which will summarise the consultation process as well as the key feedback and commentary received. The assessment of the scheme options will proceed during the summer in order to identify the preferred scheme option. An Option Selection Report will then be prepared which will describe the assessment and selection process and outline the rationale for the selection of the preferred option. Wexford County Council seeks the public’s views on proposed N25 Rosslare Europort Access Road Scheme
New scheme aims to improve road safety, facilitate Port development, and facilitate improvements to the village of Rosslare Harbour
Public will have the opportunity to contribute to the scheme development during the consultation process which runs from Monday 15th until Monday 29th June 2020.

9th June 2020: Wexford County Council has today announced that it will shortly begin a public consultation process on the proposed N25 Rosslare Europort Access Road Scheme. The public consultation process runs from Monday 15th June to Monday 29th June 2020, and offers an opportunity for members of the public to have their say and to contribute to the overall development of the scheme.
To improve road safety, facilitate Port operations, and facilitate improvements to Rosslare Harbour, Wexford County Council is looking to improve access to Rosslare Europort from the N25 National Primary Road.
After a comprehensive feasibility and constraints study, three scheme options are being considered. Wexford County Council is now giving local residents and the general public an opportunity to provide feedback, comments, and observations to the project team on the constraints study and proposed scheme options.
Information leaflets are currently being distributed to almost 700 homes in the vicinity of Rosslare Harbour and members of the public will have an opportunity to submit their observations before close of business on Monday the 29th of June.
Wexford County Council’s Director of Service Eamonn Hore, said, “Rosslare Europort is the State’s second largest passenger port, and the fourth largest container port in terms of overall tonnage. Significant growth is forecast in the coming years which combined with the potential impacts of Brexit, will further increase the Port’s strategic importance for trade, business and tourism. Such growth will bring economic benefits not just to Wexford, but across the South East region and nationally. It is essential that the Port’s access infrastructure can facilitate this future growth in order to build resilient trade links with Ireland’s EU partner states and the UK”.
“We want to hear the views of the public with regards to the proposed scheme options. With the current restrictions on large gatherings in place due to Covid-19, we cannot hold an information session, as we would during normal times. However, the public will be able to express their views and have direct contact with the project team via phone conversations, as well as on-line and email services”.

A feedback form is included with the brochures being distributed and this can be returned to the project team by freepost. The feedback form can also be completed online on the project website www.rosslareeuroportaccessroad.ie.
